The Council on the House of Representatives Electoral Districts was held at the Prime Minister's Office, and the Recommendations on a Draft Proposal to Revise the Electoral Districts for House of Representatives Members Elected from Single-Seat Constituencies was submitted to Prime Minister Shinzo Abe.

Receiving the recommendations, the Prime Minister said,

"I thank the Council for summarizing the recommendations in a short period of time despite their busy schedule. I have just received the Recommendations on a Draft Proposal to Revise the Electoral Districts for House of Representatives Members Elected from Single-Seat Constituencies. The members of the Council on the House of Representatives Electoral Districts have been holding discussions earnestly since the enactment of what is called the Urgent Rectification Act in November last year, and prepared the draft proposal for revision to reduce disparity in the population of electoral districts to below two. I express my sincere respect and gratitude.
There was a judgment of the Grand Bench of the Supreme Court in March 2011 regarding the disparity in the relative weight of one vote as unconstitutional, and the revision of the boundaries of constituencies this time had been considered with the urgent request to rectify the disparity. I surmise that the work had been extraordinarily challenging.
Also during this work of defining the boundaries of constituencies, stiff judgment is being made in the litigation on apportionment of seats at the general election of the members of the House of Representatives that was held last December. The Cabinet will report the recommendations immediately to the Diet, and will take legislative measures based on the recommendations as early as possible."
