REPORTER: Following on from this morning’s press conference I have a further question concerning the Counter Terrorism Unit – Japan (CTU-J). Could you tell us again the reason why the planned date for establishment of the CTU-J of April next year was brought forward so significantly? The Ise-Shima Summit is scheduled to take place in Japan next year, so is the Government seeking to emphasize to the public its commitment to ensuring safety and security by establishing the CTU-J?
CHIEF CABINET SECRETARY SUGA: It is a fact for the people of Japan that the world faces extremely severe circumstances with regard to the terrorism-related situation, particularly following the terrorist attacks in Paris. It was based on the Government’s strong desire and the Prime Minister’s strong instructions to firmly protect the safety and security of the people that efforts were made to bring forward to the greatest extent possible the establishment of the CTU-J, for which preparations were being made.
REPORTER: I have a further question relating to the establishment of the CTU-J. Is the Government considering linking the establishment of the CTU-J and its executive committee to the establishment of an external intelligence gathering body, which currently does not exist in Japan?
CHIEF CABINET SECRETARY SUGA: Firstly, what is important to note is that in the report announced in May, which was compiled by the committee that assessed the acts of terrorism in which Japanese nationals were murdered, it was pointed out that intelligence gathering and analytical capabilities in Japan need to be strengthened. On the basis of this recommendation the Government has given consideration to the establishment of an intelligence gathering unit in order to prevent terrorism and also to respond effectively in the event that an act of terrorism occurs. It was these considerations and preparations that were brought forward. Therefore the Government is not seeking to newly establish an external intelligence gathering organization. Rather we are making the necessary response to strengthen intelligence gathering and analytical capabilities with a view to preventing terrorism.
