Specific Measures

November 16, 2001


1.Assistance to Afghan refugees and internally displaced people
(1)In order to assist internally displaced people in Afghanistan and others, Japan will provide, on the basis of the just-approved supplementary budget, US$36.85 million (3.94 billion yen) in response to the appeal by such relevant international organizations as the World Food Programme (WFP).
(2)In addition, Japan recognizes the importance of the role of NGOs operating in Afghanistan and surrounding countries to assist Afghan refugees and internally displaced people, and will strengthen its assistance to Japanese NGOs through such means as support for the Japan Platform.

2.Efforts regarding Afghanistan
Japan will co-chair with the United States on Nov. 20th "The Senior Officials Meeting on Reconstruction Assistance to Afghanistan".

3.Measures to ensure safety of Japanese Nationals
(1)Japan will strengthen measures regarding such issues as immigration control, airport security including hijacking prevention, coping anti-NBC terrorism, protection of important facilities in Japan, customs inspection, and maritime safety.
(2)In order to ensure the safety of Japanese nationals overseas, the Japanese government will further enhance various measures such as timely and accurate announcement of travel advice and warning, and preparations of responses for sudden changes in the situations.

4.International cooperation to tackle terrorism
(1)Measures will be strengthened to stop the flow of money to terrorist organizations. For that purpose, Japan will take necessary measures such as seeking the approval of the Anti-Terrorist Financing Convention and preparing of the legal framework to implement the provisions of the Convention and U.N. Security Council Resolution 1373 in the next ordinary Diet session.
(2)Japan will also actively participate in the negotiations so to achieve early conclusions on Draft Comprehensive Convention on International Terrorism and Draft International Convention for the Suppression of Acts of Nuclear Terrorism.
(3)Furthermore, Japan will reinforce its cooperation to developing countries for them to enhance their administrative capabilities regarding prevention of and response to terrorist crimes.

5.Additional assistance to Pakistan
(1)Budgetary Assistance: Japan will provide US$300 million in grant aid to Pakistan, which includes emergency economic assistance Japan announced on September 21st, over approximately next two years to assist Pakistani government's efforts in such fields as education and health to reduce poverty.
(2)Debt Relief: As a major creditor to Pakistan, Japan will play an active role in order to contribute to discussions on such issues as including debt rescheduling in the Paris Club and other fora.
(3)International Financial Institutions: Japan will actively facilitate assistance to Pakistan through the International Monetary Fund (IMF), World Bank and Asian Development Bank. In particular, Japan will increase loans from Japan Bank for International Cooperation (JBIC) to IMF (the Poverty Reduction and Growth Facility (PRGF) Trust's Loan Account) so that Pakistan will be able to receive appropriate fund allocation from the PRGF.

6.Diplomatic Efforts to strengthen international consolidation
In order to promote mutual understanding with Islamic countries, Japan plans to host a seminar by eminent intellectuals in Bahrain next March.
