Interim Measures for Employment and Small and Medium Enterprises
Decision of Strategic Headquarters for Industrial Revival and Employment Measures

Given the current severe employment conditions and situation surrounding the small and medium enterprises (SMEs), in order to respond to the effects of the process of accelerating the disposal of non-performing loans, together with further strengthening measures for employment and SMEs, it is essential to actively make efforts for creating employment through steps such as assisting the establishment of companies and business start-ups.
For this reason, it is necessary to implement measures in an integrated manner that respond to the following three issues.
1. For "strengthening employment measures," in addition to striving toward the creation of new employment opportunities, it is necessary to realize the expeditious re-employment through such measures as strengthening of the function of matching job seekers, and companies and other organizations, employment assistance to segments of the workforce for which the employment environment is particularly difficult.
2. For "enhancing measures for SMEs," it is necessary to fully support the challenge of establishing new companies and development of business start-ups while ensuring the financial safety net to carry out the smooth provision of funds.
3. For "creating employment through steps such as assisting the establishment of companies and business start-ups (cultivation of new industries)," it is necessary to develop an environment for training highly specialized human resources that meet market needs and for developing entrepreneurs in large numbers, and to promote research and development for economic revitalization by the cooperation between industry, academia, and government.
In light of the situation above, the Strategic Headquarters for Industrial Revival and Employment Measures has compiled comprehensive policies that should be undertaken immediately and in a prioritized manner in the Interim Measures for Small and Medium Enterprises.
