Strategy Council to Foster a Spirit of Independence and Challenge in Youth

With the unemployment rate high and the number of "freeters" (people preferring not to take a regular job) and unemployed people rising, the employment situation for young people is still difficult. If this trend continues, the underpinnings of Japan's economy will erode, and there will be growing social unrest. In light of this situation, the Strategy Council to Foster a Spirit of Independence and Challenge in Youth was established in April 2003 to promote the coordinated activities among the ministries and agencies concerned.
