December 26, 2000 Cabinet Decision | ||
1. | Measures concerning the welfare of disabled persons, including promotion of barrier-free environments in society, are policies required for the establishment of a Japanese society in which everyone can live safely and peacefully in the 21st century. The Headquarters for Promoting the Welfare of Disabled Persons (hereinafter referred to as "the Headquarters") shall be established inside the Cabinet in order to secure close communication among the administrative agencies concerned, along with promoting the welfare of disabled persons in a comprehensive and effective manner. | |
2. | The Headquarters consist of the following members: | |
Chair: Prime Minister | ||
Deputy Chair: Chief Cabinet Secretary | ||
Members: All other Ministers of State | ||
3. | A Secretary shall be appointed within the Headquarters. The Secretary shall be a civil servant of one of the administrative agencies concerned and holding an appointment designated by the Chair. | |
4. | The administrative affairs of the Headquarters shall be handled by the Cabinet Office with the cooperation of the administrative agencies concerned. | |
5. | Matters concerning the operation of the Headquarters and other necessary matters other than those stipulated in the preceding Items shall be determined by the Chair. | |
6. | The former Headquarters for Promoting the Welfare of Disabled Persons (hereinafter referred to as "the former Headquarters") established in accordance with the Cabinet Decision of March 26, 1982 shall be abolished, and matters previously decided by the former Headquarters shall be carried over to the Headquarters. | |
7. | This Cabinet Decision shall enter into force from January 6, 2001. |
