1.Purpose
As recommended by the Advisory Council to Consider the Measures for Declining Birthrate, an environment where people may dream of having a family or raising a child must be fostered through widespread public understanding in response to the declining birthrate. To this end, the National Council on Promotion of Measures for Declining Birthrate (hereinafter referred to as "the National Council") shall be convened with the participation of the parties concerned from each circle of society.
2.Challenges for Consideration
1) With respect to the concrete measures included in the recommendations of the Advisory Council to Consider the Measures for Declining Birthrate, members shall promote the measures they are in charge of, exchange information on the measures' progress and on future implementation measures, and contribute in the promotion of each measure.
2)The National Council shall disseminate information to the public at large on the measures for the declining birthrate.
3.Composition
1)The National Council shall consist of the Prime Minister and the experts noted in the Annex.
2)The Prime Minister shall preside over the National Council as Chair.
3)The National Council may request the attendance of the ministers concerned and other concerned parties where necessary.
4.Administrative Affairs
The administrative affairs of the National Council shall be handled by the Cabinet Office with the cooperation of the Ministry of Health, Labour and Welfare.
5.Other
Matters concerning the operation of the National Council and other necessary matters other than the above stipulations shall be determined by the Chair.
