Basic Law on Measures for Society with Decreasing Birthrate | ||
Chapter III Council on Measures for Society with Decreasing Birthrate | ||
(Establishment of Council and Work Administered) | ||
Article 18 | ||
The Council on Measures for Society with Decreasing Birthrate (hereinafter referred to as "the Council") shall be established as an auxiliary organ of the Cabinet Office. | ||
2. | The Council shall administer the following work: | |
i. | Compilation of a draft of the general principles in Article 7 | |
ii. | Coordination of the administrative agencies concerned on measures for a society with a decreasing birthrate | |
iii. | In addition to the preceding two Items, the Council shall discuss important items concerning measures for a society with a decreasing birthrate and promote the implementation of measures that counter the decreasing birthrate. | |

Article 19 | ||
The Council shall be comprised of a Chair and members. | ||
2. | The Prime Minister shall be assigned to the position of Chair. | |
3. | Council members shall be appointed by the Prime Minister from the Chief Cabinet Secretary, heads of the administrative agencies concerned and the Ministers of State for Special Missions as provided for in Paragraph 1 of Article 9 of the Cabinet Office Establishment Law (Law No. 89 of 1999). | |
4. | A Secretary shall be appointed within the Council. | |
5. | The Secretary shall be a civil servant of one of the administrative agencies concerned and shall be appointed by the Prime Minister. | |
6. | The Secretary shall assist the Chair and members with the work administered by the Council. | |
7. | Necessary matters concerning the organization and operation of the Council other than those stipulated in the preceding Paragraphs shall be determined by government decree. |
