Establishment of the Overseas Economic Cooperation Council | ||

1. | In order to discuss important issues on overseas economic cooperation (hereafter including official development assistance, other official flows, and private finance as appropriate) in a timely and substantial manner, thereby enabling efficient implementation of strategic overseas economic cooperation, Overseas Economic Cooperation Council (hereinafter referred to as the "Council") shall be established within the Cabinet. | |
2. | The Council shall be composed of the following members. The Chair may request the attendance of the ministers concerned, the heads of implementing organizations of overseas economic cooperation, and other relevant persons when deemed necessary. |

3. | The Chair shall preside over the Council, and the Chief Cabinet Secretary shall act on his behalf where necessary. | |
4. | The administrative affairs of the Council shall be handled by the Cabinet Secretariat. | |
5. | In addition, any matters pertaining to the operations of the Council and any other necessary matters shall be decided upon by the Chair. | |
6. | The Council of Overseas Economic Cooperation-Related Ministers that was established by Verbal Approval at the Cabinet Meeting on August 24, 1993, shall be abolished. |
