The twenty-second Meeting of the Overseas Economic Cooperation Council

The twenty- second meeting of the Overseas Economic Cooperation Council was held on June 2, 2009, from 17:30 to 18:15. Prime Minister, Chief Cabinet Secretary, Minister for Foreign Affairs, Minister of Finance, and Minister of Economy, Trade and Industry attended the meeting. |

In the meeting, under the subject, "strategic overseas economic cooperation," topics such as the shape of ODA and the promotion of public-private cooperation were discussed with due attention to the importance of issues such as supporting Asian growth in the current world financial and economic situation. |

First, with regard to the shape of ODA, it was agreed that Japan will secure the necessary ODA volume for
(1) | steadily implementing international commitments such as increasing ODA volume by 10 billion dollars (2005-2009), doubling ODA to Africa (2008-2012), providing up to 2 trillion yen ODA to Asia, and so on. |
(2) | addressing important areas and issues of economic cooperation: strengthening Asian economic growth, the support for countermeasures against terrorism and peace-building in countries such as Afghanistan and Pakistan, the aid for Africa, environmental issues, and securing natural resources and energy, etc.

It was also agreed that Japan will positively use the Yen loan and continue to place importance on grant and technical assistance in securing the ODA volume.

Then, it was agreed that promoting public-private cooperation is extremely important in terms of following two points:

It will make Japan's ODA more effective and visible. |
(2) |
It will bring sustained increase of development effect to developing countries by encouraging private sectors to expand overseas business and ensuring private money flow into developing countries. |
In light of this importance, it was agreed that Japan will review the current systems and operations of overseas economic cooperation in order to promote further collaboration between private and public sectors, mindful of ensuring the harmonization with the basic philosophy of aid and the consistency with international rules.

Concretely, following efforts will be made immediately:
(1) |
To further accelerate the procedures of the Yen loan and to have close collaborations, including information sharing, among the public and private parties involved in projects with the speed of implementation of private sector's projects in mind. |
(2) |
To commence studies toward the resumption of JICA overseas investment loans based on the exchange of views with private sectors and in order to meet new demands which have high developmental effect. To this end, related ministries will sufficiently study and evaluate the past successful and failed projects and problems in order to establish a new system and checking mechanism. |
(3) |
To consider improving the system operation for facilitating the collaboration between ODA and private investment with a view to using private sector's superior technology and know-how and securing the profitability in projects which have high development effect. |
Furthermore, it was agreed that Japan will further promote the collaboration with private sector's CSR and business toward the poor (BOP) as well as the partnership with NGO.
It was also agreed that Japan will strengthen the policy dialogue with developing countries, including high-level one.
