The fourteenth Meeting of the Overseas Economic Cooperation Council
| 1. | The fourteenth meeting of the Overseas Economic Cooperation Council was held on March 6, 2008, from 17:30 to 18:15; Prime Minister, Chief Cabinet Secretary, Minister for Foreign Affairs, Minister of Finance, and Minister of Economy, Trade and Industry attended the meeting. |

2. | In the meeting, under the subject "Africa (TICAD IV: Tokyo International Conference on African Development IV)," how to take proper initiatives in TICAD IV which make use of the Japanese way of assistance, was discussed, mindful of the recent change of circumstances surrounding Africa and demand from African countries.

3. | With regard to "Boosting Economic Growth", the first pillar of TICAD IV, it was recognized that inviting private investment is essential for turning recent signs of African economic growth into significant development and agreed that Japan would assist African development through close partnership between the public and private sectors and take the following measures among others:
1) actively making use of the Yen loan for infrastructure building and so on,
2) improving environment for private trade and investment which contribute to regional development,
3) actively promoting wide-area projects such as building roads and power grids.

4. | As to "Ensuring Human Security", the second pillar, it was confirmed that Japan would provide assistance mainly in such fields where Japan excels as health care, water, education, community development, and consolidation of peace, thereby contributing to self-sustaining growth in Africa.

5. | In regard to "Addressing Environmental Issues/ Climate Change," the third pillar, it was confirmed that, through Cool Earth Partnership, Japan would extend support for measures taken against negative impacts on African development caused by climate change.

6. | With a view to establishing a follow up system of TICAD and further strengthening TICAD process, the importance of creating a secretariat function of TICAD in the Japanese government which enables it to have dialogues and information exchanges with African countries was shared. It was also agreed that Japan would effectively promote the assistance through cooperation among the government, government agencies, private companies, and NGOs.
