The eleventh Meeting of the Overseas Economic Cooperation Council


1.The eleventh meeting of the Overseas Economic Cooperation Council was held on November 1, from 8:20 to 8:50; Chief Cabinet Secretary, Minister for Foreign Affairs, Minister of Finance, and Minister of Economy, Trade and Industry, attended the meeting.
 
2.In the meeting, under the subject "Economic Cooperation for Afghanistan", the basic direction of assistance to Afghanistan through economic cooperation was discussed, mindful of the current situation in Afghanistan.
 
3.It was confirmed that Japan has pledged US$1.45 billion and implemented US$1.24 billion aid (approximately \140 billion) in total, which has born steady results; and Japan will steadily implement the remaining US$210 million (approximately \24billion) in fields such as improvement of security, comprehensive rural development, infrastructure building, and education.

 
4.Moreover, in order to strengthen further these assistances, ministries concerned were instructed to consider specific measures.

 
5.It was also agreed that Japan should continue to place efforts in the following three aspects in response to the recent deterioration in the security situation:

(i) security sector assistance including support of the disbandment of illegal armed groups

(ii) humanitarian aid and poverty reduction assistance in the border area between Afghanistan and Pakistan where the Taliban is gaining influence

(iii) cooperation with humanitarian activities undertaken by the Provincial Reconstruction Teams (PRT)

 
6.It was considered in the context of Japan's chairmanship of the G8 summit next year that Japan will take initiative in hosting high level international conferences for assisting Afghanistan, such as the Joint Coordination and Monitoring Board to be held next February.
