The tenth Meeting of the Overseas economic cooperation in the field of the peace-building
| 1. | The tenth Meeting of the Overseas Economic Cooperation Council was held on June 28, from 17:20 to 18:00; Chief Cabinet Secretary, Minister for Foreign Affairs, Minister of Finance, and Minister of Economy, Trade and Industry, attended the meeting. |

2. | In the meeting, strategic implementation of overseas economic cooperation in the field of peace-building was discussed in the context of Japan's hosting of the fourth meeting of the Tokyo International Conference on African Development (TICADW), recognizing that peace-building is increasingly becoming a source of international attention demonstrated by G8 discussions on regional conflicts in Heiligendamm.

3. | It was confirmed that Japan will implement overseas economic cooperation in the field of peace-building more strategically, mindful of the reasons for participating in peace-building activities such as: (a) the responsibility of Japan as member of the international community to make the rightful contribution in this field; (b) consolidation of Japan's deserved status within the international community as a country dedicated to peace; and (c) ensuring Japan's own security and prosperity through maintenance of international peace and stability given that Japan benefits from international trade and depends heavily on imports of resources, energy, and food from overseas.
It was agreed that Japan will engage more actively, by effective use of the UN platform, in Africa --- the focal area where assistance is much in need and international attention directed --- as well as in Asia and the Middle East where Japan to date has already been very active in peace-building. It was also confirmed that Japan will strengthen its efforts in the UN as chair of the United Nations Peacebuilding Commission, the chairmanship of which was announced the day before the meeting.

4. | At the field level, it was agreed that, with a view to increasing the visibility of Japan's assistance and mobilizing Japan's strengths in human security, Japan will implement measures in areas of human resource development for peace-building, take initiatives in designing the frameworks for reconstruction, and increase aid in such areas as Disarmament, Demobilization, and Reintegration (DDR), the clearing of landmines, the disposal of small arms and light weapons, as well as assistance for economic recovery and democratization.

5. | It was also agreed that, in order to prevent the recurrence of conflicts and to ensure the process of peace-building to be irreversible, it is necessary to: (a) provide seamless aid from the conflict phase to the reconstruction phase in coordination with the international community, while attentive to the particularities of recipient countries' circumstances; (b) extend balanced aid which will not breed a sense of unfairness among different ethnic groups and regions; and (c) not to exclude neighbor countries from the assistance framework.
