September 19, 1995 Cabinet Decision December 26, 2000 Partial Amendment 1. | In light of the difficult situation surrounding firearms recently, the Headquarters for the Promotion of Measures Against Firearms (hereinafter referred to as "the Headquarters") shall be established inside the Cabinet in order to secure close coordination among the administrative agencies concerned while promoting strict regulation of firearms, publicity and educational campaigns that seek public understanding and cooperation and other comprehensive and active measures. | 2. | The Headquarters consist of the following members. The Chair may, however, increase the membership when deemed necessary. | Chair: | Chief Cabinet Secretary | Members: | Deputy Chief Cabinet Secretary | Cabinet Public Relations Secretary | Director-General of the Community Safety Bureau, National Police Agency | Director-General of the Criminal Investigation Bureau, National Police Agency | Manager of the Organized Crime Control Department, National Police Agency | Director-General of Minister's Secretariat, Ministry of Internal Affairs and Communications | Director-General of the Criminal Affairs Bureau, Ministry of Justice | Director-General of the Immigration Bureau, Ministry of Justice | Director-General of the Consular and Migration Affairs Department, Ministry of Foreign Affairs | Director-General of the Customs and Tariff Bureau, Ministry of Finance | Deputy Director-General of the Fisheries Agency | Director-General of the Trade and Economic Cooperation Bureau, Ministry of Economy, Trade and Industry | Director-General of the Policy Bureau, Ministry of Land, Infrastructure and Transport | Vice Commandant, Japan Coast Guard | Director-General of the Natural Environment Bureau, Ministry of the Environment | 3. | A Secretary shall be appointed within the Headquarters. The Secretary shall be a civil servant of one of the administrative agencies concerned and holding an appointment designated by the Chair. | 4. | The administrative affairs of the Headquarters shall be handled by the Cabinet Office with the cooperation of the National Police Agency. | 5. | Matters concerning the operation of the Headquarters and other necessary matters other than those stipulated in the preceding Paragraphs shall be determined by the Chair. | |
