Establishment of the Japan Investment Council | |||

The Japan Investment Council shall be established inside the Cabinet Office to further promote investment into Japan based on the Outline of External Economic Reform Measures (Cabinet Decision, March 29, 1994) as follows. | |||
1. Duties | |||
From the viewpoint of promoting investment into Japan, the Japan Investment Council (hereinafter referred to as "the Council") shall coordinate and act as liaison among the ministries and agencies concerned in order to collect opinions on improving the investment environment and to disseminate information on related measures for promoting investment. | |||
2. Composition | |||
The Council shall consist of the following members. The Chair may, however, appoint ministers concerned as additional members where necessary. Furthermore, the Chair shall request the attendance of the Chairman of the Fair Trade Commission where necessary. | |||

3. Opinion Hearings | |||
The Council may, when necessary, request the attendance of the staff of the administrative agencies concerned, academic experts in the field and concerned parties in Japan and abroad to receive their reports and hear their opinions. | |||
4. Expert Committee | |||
An expert committee consisting of civil servants of the administrative agencies concerned and holding an appointment designated by the Chair and people with academic background in international economy, investment, etc. shall be established inside the Council. | |||
5. Administrative Affairs | |||
The administrative affairs of the Council shall be handled by the Cabinet Office with the cooperation of the Ministry of Economy, Trade and Industry. | |||
6. Other | |||
Necessary matters concerning the operation of the Council shall be determined separately by the Chair. | |||

The following ministers shall be appointed additionally as members of the Japan Investment Council in accordance with the stipulations in Paragraph 2 of the Cabinet Decision of July 15, 1994 ("Establishment of the Japan Investment Council"), which call for the Chair to appoint ministers concerned as additional members where necessary. | |||
