Establishment of the Headquarters for the Promotion of the United Nations Decade for Human Rights Education

1.The Headquarters for the Promotion of the United Nations Decade for Human Rights Education (hereinafter referred to as "the Headquarters") shall be established inside the Cabinet with the aim of securing close coordination and cooperation among the administrative agencies concerned to comprehensively and effectively promote the measures for the "United Nations Decade for Human Rights Education."
2.The Headquarters shall consist of the following members. The Chair may, however, increase the membership when deemed necessary.

Deputy Chairs:Chief Cabinet Secretary, Minister of Internal Affairs and Communications, Minister of Justice, Minister for Foreign Affairs and Minister of Education, Culture, Sports, Science and Technology
Members:Deputy Chief Cabinet Secretary (Administrative), Vice-Minister of Internal Affairs and Communications, Vice-Minister of Justice, Vice-Minister for Foreign Affairs, Administrative Vice Minister of Finance, Vice-Minister of Education, Culture, Sports, Science and Technology, Vice-Minister of Health, Labour and Welfare, Vice-Minister of Agriculture, Forestry and Fisheries, Vice-Minister of Economy, Trade and Industry, Vice-Minister of Land, Infrastructure and Transport, Administrative Vice-Minister of the Environment, Vice-Minister of the Cabinet Office, Director-General of the National Police Agency, Administrative Vice Minister for Defense and Commissioner of the Financial Services Agency
3.The Chair may request the attendance of the staff from the administrative agencies concerned and other concerned parties to listen to their opinions when deemed necessary.
4.A Secretary shall be appointed within the Headquarters. The Secretary shall be a civil servant of one of the administrative agencies concerned and holding an appointment designated by the Chair.
5.The administrative affairs of the Headquarters shall be handled by the Cabinet Secretariat with the cooperation of the administrative agencies concerned including the Ministry of Internal Affairs and Communications, Ministry of Justice, Ministry of Foreign Affairs and Ministry of Education, Culture, Sports, Science and Technology.
6.Matters concerning the operation of the Headquarters and other necessary matters other than those stipulated in the preceding Paragraphs shall be determined by the Chair.
