(Establishment) | ||
Article 40: | ||
The Northern Territories Affairs Administration and the Meeting of the Financial System Management Council shall be established inside the Cabinet Office. | ||
(Meeting of the Financial System Management Council) | ||
Article 42: | ||
The Meeting of the Financial System Management Council (hereinafter referred to as "the Council") shall administer the following work upon request from the Prime Minister: hold discussions on policies that address financial crises such as large-scale and chain-reaction bankruptcies of financial institutions, etc. and other important items, and based on such discussions, promote the implementation of measures of the administrative agencies concerned. | ||
2. | The Council shall be comprised of the members listed in the Items under Paragraph 4 and a Chair. | |
3. | The Prime Minister shall be assigned to the position of Chair. | |
4. | The following people shall be assigned as members: | |
i. | Chief Cabinet Secretary | |
ii. | The Minister of State in Article 11 (Note) | |
iii. | Commissioner of the Financial Services Agency | |
iv. | Minister of Finance | |
v. | Governor of the Bank of Japan | |
5. | The Chair may require ministers concerned and heads of other agencies concerned to participate as members on an ad hoc basis when deemed necessary, regardless of the stipulations in Paragraph 2 and the preceding Paragraph if such assignments fall within the confines of the bill. | |
6. | Members listed in Items 3 and 5 of Paragraph 4 shall preside over their roles on a part-time basis. | |
7. | Necessary matters concerning the organization and operation of the Council and other councils other than those stipulated in Paragraph 2 through the preceding Paragraph shall be determined by cabinet order. | |
