Meeting of the Council of Ministers for Global Environmental Conservation | |
December 21, 1993 Verbal Approval at the Cabinet Meeting December 26, 2000 Partial Amendment | |
While ministerial councils, committees, etc. were abolished in accordance with "Abolishment of Ministerial Councils and Ministerial Committees" (Cabinet Decision, August 13, 1993), the following ministerial council was deemed necessary and shall thus be convened hereafter as stated below. | |
1. | The Meeting of the Council of Ministers for Global Environmental Conservation (hereinafter referred to as "the Meeting") shall be convened whenever necessary to secure close communication among the administrative agencies concerned and promote the effective and comprehensive implementation of measures for addressing environmental issues that have serious consequences on a global scale. |
2. | The members of the Meeting are the Prime Minister, Minister of Internal Affairs and Communications, Minister of Justice, Minister for Foreign Affairs, Minister of Finance, Minister of Education, Culture, Sports, Science and Technology, Minister of Health, Labour and Welfare, Minister of Agriculture, Forestry and Fisheries, Minister of Economy, Trade and Industry, Minister of Land, Infrastructure and Transport, Minister of the Environment, Minister of State for Okinawa and Northern Territories Affairs, Minister of State for Financial Services, Minister of State for Economic and Fiscal Policy, Minister of State for Science and Technology Policy, Minister of State for Disaster Management, Chairman of the National Public Safety Commission, Minister of State for Defense, Minister of State for Global Environment Affairs and the Chief Cabinet Secretary. |
The Meeting may request the attendance of the ministers concerned and other concerned parties where necessary. | |
3. | The Prime Minister shall preside over the Meeting. |
4. | The Meeting may request academic experts in the field to assemble in order to collect their opinions on global environmental conservation. |
5. | A Secretary shall be appointed inside the Meeting. The Secretary shall be a civil servant of one of the administrative agencies concerned and holding an appointment designated by the Prime Minister. |
6. | The administrative affairs of the Meeting shall be handled by the Cabinet Secretariat with the cooperation of the Ministry of the Environment. |
