1. | In light of the difficult situation concerning drug abuse in recent times, the Headquarters for the Promotion of Measures to Prevent Drug Abuse (hereinafter referred to as "the Headquarters") shall be established inside the Cabinet Office to secure close coordination among the administrative agencies concerned while promoting the strict regulation of drugs, publicity and educational campaigns that seek public understanding and cooperation, and other comprehensive and active measures with respect to prevention of drug abuse. | |
2. | The Headquarters shall consist of the following members. The Chair may, however, appoint additional members when deemed necessary. | |

3. | A Secretary shall be appointed inside the Headquarters. The Secretary shall be a civil servant of one of the administrative agencies concerned and holding an appointment designated by the Chair. | |
4. | The administrative affairs of the Headquarters shall be handled by the Cabinet Office with the cooperation of the administrative agencies concerned, including the National Police Agency, Ministry of Justice, Ministry of Finance, Ministry of Education, Culture, Sports, Science and Technology, Ministry of Health, Labour and Welfare and the Ministry of Land, Infrastructure and Transport. | |
5. | Matters concerning the operation of the Headquarters and other necessary matters other than those stipulated in the preceding Paragraphs shall be determined by the Chair. | |
6. | The former Headquarters for the Promotion of Measures to Prevent Drug Abuse established inside the Prime Minister's Office in accordance with the Cabinet Decision of June 5, 1970 shall be abolished. |
