The "Consumer Protection Fundamental Act" was revised for the first time in 36 years and has been newly enforced as the "Consumer Fundamental Act" since June 2004. Under this law, the former "Consumer Protection Council" was reorganized to form the "Consumer Policy Council," and its functions have been strengthened. Based on the Consumer Fundamental Act, the Consumer Policy Council holds discussions on the planning of basic items concerning the promotion of consumer policies, in addition to creating a draft of the basic consumer plan. Furthermore, the Council examines, evaluates and monitors the situation surrounding consumer policies while promoting their implementation. The Council's members consist of all cabinet ministers as well as the chairman of the Fair Trade Commission, with the Prime Minister serving as chairman. As part of the Consumer Policy Council, executive meetings are also held among officials from the administrative agencies concerned (administrative vice-minister level, appointed by the Prime Minister). The Consumer Policy Council's general affairs are handled by the Consumer Policy Division of the Quality-of-Life Policy Bureau at the Cabinet Office. |
