The Cabinet Headquarters for Administrative Reform held its first meeting in the Diet Building and discussed reform of the public service system and other issues. The broad framework for the basic direction of study of reform of the public service system was set forth, and it was announced that a basic plan would be presented in June. At the close of the meeting Prime Minister Yoshiro Mori instructed the members of the Cabinet Headquarters to actively address public service system reform, saying, "The reorganization of central government ministries carried out in January this year inaugurated a new government agency system. Public service system reform is essential to breathe life into this new system and is at the core of administrative reform."
