Prime Minister Yoshiro Mori, having arrived in the Siberian city of Irkutsk on March 24, visited the city's tomb of the unknown soldier and cemetery for Japanese who died in detention after World War II, after which he met with President Vladimir Putin of the Russian Federation. The two leaders engaged in an in-depth exchange of views in a friendly atmosphere for about four hours. The resulting Irkutsk Statement noted that "work toward the realization of the Krasnoyarsk Agreement had achieved important results."
Later the Prime Minister and President Putin visited the grave of the Prime Minister's father, who had worked hard to promote Russo-Japanese understanding, in the city of Shelekhov, as well as the Irkutsk Diagnostic Center, established with Japanese assistance. The Prime Minister also visited the Irkutsk State Linguistics University, where he donated the "Mori archive" and was named professor emeritus.
