The Government and Ruling Parties Emergency Economic Package Headquarters met for the first time at the Prime Minister's Official Residence. Prime Minister Yoshiro Mori opened the meeting, observing that the Japanese economy appeared to have reached a plateau and that worrisome phenomena could be seen, such as signs that economic recovery was stalling and the slowdown in the U.S. economy. Referring to the emergency economic package put together by the three ruling parties and announced on March 9, he said he had set up the Government and Ruling Parties Emergency Economic Package Headquarters to enable the governing coalition to take unified action. Noting that the Japanese economy was entering an important phase, he stressed the need for a thoroughgoing policy response.
