Joint Statement
concerning Cooperation between Japan and the Federative Republic of Brazil
on International Affairs

Tokyo, May 26, 2005



Prime Minister of Japan, Junichiro Koizumi, and President of the Federative Republic of Brazil, Luiz Inacio Lula da Silva (hereinafter referred to as "Both Leaders"),

Recalling the Joint Communiqu? between Japan and the Federative Republic of Brazil of September, 16, 2004,

Recognizing the increasing importance of the cooperation of the two countries on the multilateral agenda,

Shared the determination that the governments of Japan and the Federative Republic of Brazil continue to cooperate in the following issues;

1.WTO
Both Leaders reiterated that maintaining and strengthening the multilateral trading system is indispensable for the prosperity of the two countries, for the development of the developing countries and also for the growth of the world economy. Both Leaders, aware of the pressing time schedule up to the sixth Ministerial Conference to be held in Hong Kong in December 2005, reaffirmed that all members should cooperate in a flexible and constructive manner towards the "first approximation" in July. Both Leaders, therefore, decided to work together and call on all other members of the WTO to negotiate with the same ambition in all areas, in line with the Doha Mandate and the July Package, with special concern for the development aspects of those negotiations, in particular, in agriculture, market access for industrial goods, services, trade facilitation, rules, ensuring the fulfillment of the development dimension of the Doha Development Agenda and to ensure a successful conclusion of the Doha Round.

2.Environment
Both Leaders welcomed the entry into force of the Kyoto Protocol and confirmed it as a significant step forward in the international efforts to prevent global warming. Both Leaders also affirmed that the cooperation on environment including climate change will continue to be strengthened with initiatives such as the Informal Meeting on Further Actions against Climate Change, co-chaired by Japan and Brazil, and bilateral dialogue on environment between the two countries. Both Leaders mentioned the signing of the Memorandum on Cooperation on the Clean Development Mechanism (CDM) of the Kyoto Protocol between the Japan Bank for International Cooperation (JBIC) and the Ministry of Science and Technology of Brazil, and expressed their expectations that bilateral cooperation in this area will further develop. Both Leaders, in order to realize Sustainable Development and Sustainable Forest Management, reaffirmed the importance of strengthening UNFF, promoting international cooperation, in particular, through stronger national and international capacities and support to domestic policies and measures to combat deforestation, as well as enhancing the work of ITTO. Both Leaders also welcomed the result of the Ministerial Conference on the 3R Initiative, held in April in Japan. In addition, Both Leaders welcomed efforts to promote a "United Nations Decade of Education for Sustainable Development", in order to raise public awareness regarding global environment issues and to highlight the importance of taking concrete action at the individual level, including lifestyle changes.

3.Disarmament and Non-proliferation
Both Leaders, in order to counter the threats of proliferation of weapons of mass destruction and their means of delivery, to promote nuclear disarmament and to combat excessive accumulation of conventional weapons such as small arms, light weapons and landmines, confirmed their determination to work together to strengthen the international disarmament and non-proliferation regime through the following measures.
(1)Universalization of international disarmament and non-proliferation treaties and norms and strengthening of domestic implementation of these treaties and norms
(2)Strengthening of effective export control mechanisms
(3)Support for the activities of International Atomic Energy Agency (IAEA)
(4)Cooperation, in accordance with international law, in the multilateral efforts aimed at preventing illicit trafficking in nuclear, biological or chemical weapons, their means of delivery and related materials
(5)Promotion of the implementation of the UN Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspect
(6)Cooperation in UN activities in the fields of disarmament and non-proliferation such as cooperation to ensure the implementation of the UN Security Council resolution 1540
(7)Efforts directed at assisting countries affected by landmines, including material support by means of cooperation initiatives
