The Prime Minister of Japan, Junichiro Koizumi, and the President of the Federative Republic of Brazil, Luiz Inacio Lula da Silva,
Taking into consideration the traditionally friendly relationship and close economic ties, the presence of about 1.4 million Japanese immigrants and their descendents in the Federative Republic of Brazil (hereinafter referred to as "Brazil") and the political and economic importance of Brazil in Latin America and the Caribbean,
Recalling that Japanese economic cooperation with Brazil has been contributing to developing the bilateral relationship,
Confirming that Brazil is working hard against poverty, above all to alleviate social inequality and regional gaps, while Japan regards the field of social development as one of the pillars of its economic cooperation for Brazil,
Confirming that both countries will make more efforts for the achievement of the Millennium Development Goals (MDGs) which especially aims at eradicating extreme poverty and hunger,
Reached common recognition that Japan would continue to cooperate with Brazil by way of effectively utilizing schemes of the Grant Assistance for Grass-roots and Human Security Projects, Technical Cooperation and Yen Loan in line with the following points;
| 1. | Grant Assistance for Grass-roots and Human Security Projects |
| Japan has carried out a number of projects which are useful directly for the@development of local community as attentive support to the grass-root level in Brazil. They amounted to 185 projects and 944 million yen in total for the past five years. |
| The Government of Japan confirms to continue its support for the people of Brazil at a grass-root level to help the efforts of the Government of Brazil in the fields of elementary education, health / medical care, poverty relief / income improvement. Among them the Government of Japan will put emphasis upon the support to elementary education such as school construction by considering allocating half of the total Grant Assistance for Grass-roots and Human Security Projects for Brazil to this field. Brazil will cooperate with Japan closely to effectively incorporate the Grant Assistance for Grass-roots and Human Security Projects into its national plan for elementary education improvement. For this purpose the Government of Japan is prepared to provide assistance to the following projects: |

| - | Project of enlargement of the Agricultural School of Uirapuru (Uirapuru, Goias) |
| - | Project of improvement of literacy for the community in need of Cavalcante region (Cavalcante, Goias) |
| - | Project of installation of school equipment and enlargement of the Escola Nikkei (Santa Isabel, Para) |
| - | Project of enlargement of service to technological demands in welding (Manaus, Amazonas) |
| - | Project for development of Workshops/Mecanic School of Pro Menor Dom Bosco (Manaus, Amazonas) |
| - | Project of improvement for Dom Bosco Educational Center (Natal, Rio Grande do Norte) |
| - | Project of reform of Dom Bosco School (Olinda, Pernambuco) |
| - | Project for improvement of educational level at municipal elementary schools of the City of Rio de Janeiro (Rio de Janeiro) |
| - | Project of supply of microbus for handicapped people in Campo Grande (Campo Grande, Mato Grosso do Sul) |
| - | Project of institution repair / equipment into braille purchase for blind people support in Sao Paulo (Sao Paulo) |
| - | Project of assistance for education - digital inclusion (Adrianopolis and other 6 cities, Parana) |
| - | Project of enlargement of E.E.E.F. Humaita (Porto Alegre, Rio Grande do Sul) |
| - | Project of improvement of E.E.E.F. Oscar Schmitt (Porto Alegre, Rio Grande do Sul) |

| 2. | Technical Cooperation |
| Japan has extended technical cooperation to Brazil aiming at human resource development and technology transfer. With Brazil, Japan has extended technical cooperation to third countries through the Japan-Brazil Partnership Program (JBPP). A total amount of technical cooperation extended to Brazil has reached 92,163 billion yen (JICA base). |
| Japan will continue to extend technical cooperation to Brazil, focusing on environmental conservation, correction of social gaps and contribution to social infrastructural improvement, and both sides will endeavor for making better use of JBPP. |

| 3. | Yen Loan |
| Japan has extended Yen Loan totaling 326.560 billion yen (E/N base) to Brazil. Brazil is the second largest recipient country of Japan's Yen Loan next to Peru in Latin America and the Caribbean. Above all, on the occasion of the United Nations Conference on Environment and Development (UNCED) in Rio de Janeiro in 1992, Japan decided to enlarge and intensify its ODA in the environmental sector, and has extended Yen Loan mainly in environmental projects in Brazil which have significantly contributed to the environmental improvement. |
| Particularly, the Tiete River Basin Depollution Project in Greater Sao Paulo, the center of Brazil's economy, has eradicated the river's chronic flood and has significantly contributed to prevention of disasters and improvement of living environment for local residents. |
| In addition to the environmental sector, the Government of Japan continues to consult with the Government of Brazil about possibilities of Yen Loan for human resource development, considering the fact that the Government of Brazil regards education as one of the most important sectors. Japan Bank for International Cooperation (JBIC) will hold a workshop in September on the education sector study with the participation of the Government of Brazil and those concerned with education as a part of the JBIC's ongoing Sector Study for Education Project. |
