Statement by Prime Minister Junichiro Koizumi Concerning the Establishment of the Law Concerning the Special Measures on Humanitarian and Reconstruction Assistance in Iraq

1Today the Law Concerning the Special Measures on Humanitarian and Reconstruction Assistance in Iraq was established.
This law provides a structure through which Japan can make an appropriate contribution to assist in the prompt reconstruction of Iraq by Iraqi people, based upon requests of United Nations Security Council Resolutions.
The reconstruction of Iraq and stability of the livelihoods of the people in Iraq is of importance for Japan from the perspective of not only stability in the Middle East region, but also peace and safety in the international community as a whole, including Japan. I believe that the establishment of this law is of great significance in this regard.
I would like to express my sincere appreciation for all the efforts of those who cooperated in the establishment of this law.


2From now, the Government of Japan will implement thorough investigation and careful preparations concerning possible duties under the Law and the situation in Iraq, and precisely take assistance activities for the reconstruction of Iraq upon the independent judgment of Japan, taking duly into consideration the safety of the Self-Defense Force (SDF) personnel and others who will be dispatched.


3The Government of Japan will continue to work actively on reconstruction assistance in Iraq in cooperation with the United Nations and other countries concerned.
I would sincerely ask for the understanding and support of the people of Japan.
