The Presentation Ceremony of Certification of Plans for Special Zones for Structural Reform and Plans for Regional Revitalization Thursday, July 27, 2006 JAPANESE Prime Minister Junichiro Koizumi attended the Presentation Ceremony of Certification of Plans for Special Zones for Structural Reform and Plans for Regional Revitalization held at the Prime Minister's Official Residence. Certifications were presented from Prime Minister Koizumi to Mr. Yasuo Echizen, the Mayor of Higashidoori-Village, Aomori Prefecture, where there is the Special Zone for English Education in Higashidoori-Village, as a representative of the plans for special zones for structural reform, and to Mr. Takahiko Yamamoto, the Governor of Yamanashi Prefecture, which has the Plan to Vitalize Human Resources in the Wine Sector in Yamanashi Prefecture, as a representative of the plans for regional revitalization, respectively. In his address, Prime Minister Koizumi said, "I expect that there will be more and more people in the localities who have the resolve to change the state or to advance structural reform on their own initiative."
