Prime Minister Junichiro Koizumi left for Kuala Lumpur, the capital of Malaysia, on the government plane to attend the first East Asia Summit (EAS) and other events, arriving at his destination on December 11 in the evening.

In the morning of the following day, December 12, Prime Minister Koizumi visited the East Asia Business Exhibition 2005 (EABEX'05) held in Kuala Lumpur and observed the cutting-edge technologies of companies from the 16 countries taking part in the summit meetings.

In the afternoon, Prime Minister Koizumi held a meeting with Mr. Phan Van Khai, the Prime Minister of the Socialist Republic of Viet Nam. At the meeting, the two leaders agreed to cooperate regarding a bilateral economic partnership agreement (EPA) centered around a free trade agreement (FTA).

The ASEAN (Association of Southeast Asian Nations)+3 (Japan, China, and the ROK) Summit Meeting was then held, and the leaders adopted the "Kuala Lumpur Declaration on the ASEAN Plus Three Summit." The Declaration announced the common resolve to realize an East Asian community as a long-term goal. At this meeting, Prime Minister Koizumi announced the policy to provide assistance to the Asian countries in the form of the stockpiling of 500 thousand courses of antivirals, among other measures, worth 135 million US dollars in total as part of Japan's Contribution to Fight against Avian and Pandemic Influenza.

After the summit meeting, Prime Minister Koizumi held a meeting with His Majesty Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah, Sultan and Yang Di-Pertuan of Brunei Darussalam. During the meeting, Prime Minister Koizumi proposed that, "When considering our close economic relations, we are now reaching the time to start holding preparatory consultations regarding an EPA," to which His Majesty Bolkiah expressed his consent.
