The Joint Meeting of the 5th Ministerial Meeting Concerning Measures Against Crime and the 14th Meeting of the Urban Renaissance Headquarters was held at the Prime Minister's Official Residence.

At the meeting, the Nationwide Plan for Building Safe and Reassuring Communities (tentative) was decided. As its pillars, the Plan aims to develop safe and reassuring communities nationwide founded on resident participation, ensure the safety of residential areas and children, and revitalize the robust commercial and entertainment districts filled with charm. In addition, the Rebuilding of Safe and Reassuring Urban Areas through Coordination and Cooperation between Crime Prevention Measures and Community Planning (tentative) was decided as the ninth urban renaissance project to promote the strengthening of the efforts for rebuilding safe and reassuring urban areas. This will be achieved by restoring the residents' sense of safety through the coordination and cooperation of the network of crime prevention, disaster prevention, welfare, industry, educational, cultural and exchange activities among others in carrying out community building.

At the conclusion of the meeting, Prime Minister Junichiro Koizumi stated, "Safe community-building is necessary for urban revitalization. I hope the ministries and agencies will coordinate and make diligent efforts with the aim of re-establishing the safest country in the world."
