The Eleventh Meeting of the Intellectual Property Policy Headquarters was held at the Prime Minister's Official Residence.

At the meeting, the Intellectual Property Strategic Program 2005 was decided upon. The Basic Law on Intellectual Property defines that the Promotion Plan shall be reviewed constantly, taking into consideration the changes in the conditions surrounding intellectual properties. The Strategic Program 2005 decided upon at this meeting includes measures covering 450 items with fundamental reinforcement of measures against counterfeit and pirated copies; establishment of the world's leading intellectual property system; support for small and medium-sized enterprises and venture businesses; and strategic activities for international standardization by public and private sectors, as its pillars.

At the meeting, Prime Minister Junichiro Koizumi stressed his view on the importance of enhancing and protecting intellectual properties by saying, "Today we were able to decide on the Strategic Program 2005 covering 450 items such as the Promotion of the Counterfeit and Pirated Copies Prevention Treaty (tentative). It is necessary for Japan to become a country with both economic and cultural powers."
