Prime Minister Junichiro Koizumi visited Toyooka City in Hyogo Prefecture that suffered damage from Typhoon No. 23.

Prime Minister Koizumi visited areas in Toyooka City where the banks of the Maruyama River had collapsed, as well as the Kajiwara district in Toyooka City, which was devastated by floods. Prime Minister Koizumi examined the condition of the damage and encouraged the residents. Prime Minister Koizumi said, "The damage caused by the earthquakes in Niigata Prefecture was severe, but the damage from the typhoon is also tremendous. The district is still covered with a substantial amount of mud even after a week. Houses, factories, machines and other things that have been soaked through with water have become unusable. It is a lamentable situation. The damages caused by the typhoon and the earthquakes are both terrible and such disasters must be confronted in an integrated manner. I am determined to do my best to tackle the damage situation."
