The first meeting of the Headquarters for the Promotion of Privatization of the Postal Services was held at the Prime Minister's Official Residence.

The Headquarters for the Promotion of Privatization of the Postal Services was established to conduct preparatory work to submit and establish bills related to the privatization of the Japan Post as well as advance measures to realize a smooth transition from the Japan Post, a public company, to completely privatized companies. The Headquarters comprises all Cabinet members, with Prime Minister Junichiro Koizumi serving as the chair.

At this meeting, the "three guidelines" were presented regarding the system design and the bill on the privatization of postal services: (1) the privatization shall adhere to the Basic Policy on the Privatization of the Postal Services which was decided upon at the Cabinet meeting in September, (2) the system, legal structure and organization shall be concise and consistent, and (3) transparent development process and procedures of the system design shall be ensured.

Prime Minister Koizumi said, "The privatization of the postal services is the first major reform of the postal services since 1871 and is a priority issue that should be considered to be at the center of the structural reform. There is a need for all Cabinet members to work in unison in accordance with the Basic Policy to submit the bill on the privatization of postal services at the next ordinary session of the Diet and work for its steady establishment. As such, it is essential for the Minister of State for Privatization of the Postal Services to take the initiative and unite all the Cabinet members to work together in line with the Basic Policy to achieve this task. I would like you to advance the process by following the 'three guidelines' in designing the system and formulating the bill on the privatization of postal services."
