The Second Meeting of the Council of Related Ministers for the Realization of Japan as A Country Built on Tourism Thursday, July 31, 2003 The Second Meeting of the Council of Related Ministers for the Realization of Japan as a Country Built on Tourism was held at the Prime Minister's Official Residence. At the meeting, the Council decided on the "Action Plan to Realize Japan as a Country Built on Tourism". The Action Plan consists of specific measures to realize a country built on tourism with goals including "multiplying the number of international visitors to Japan by 2010" and "nation-building that can provide a good living habitat and a good place to visit" and targeted deadlines to achieve those goals. Specifically, the Action Plan calls for a "Visit Japan Campaign" to promote the charms of Japan overseas, and a national campaign under the theme of "one region, one tourism" whereby regions undertake their own efforts to boost their charm, with the aim of doubling the number of international visitors to Japan.
