Prime Minister Junichiro Koizumi arrived in Moscow, the Russian Federation on January 9, 2003, and on the morning of January 10 visited the Nord-Ost Theater, the site of a terrorist occupation in October 2002. Prime Minister Koizumi offered flowers in prayer for the souls of the victims of terrorism. Afterward, the Prime Minister visited the Tomb of the Unknown Soldiers and laid a wreath of flowers.
Prime Minister Koizumi held the Japan-Russia Summit with President Vladimir Putin of the Russian Federation from noon and the two leaders confirmed their intent to cooperate for the non-nuclearization of the Korean Peninsula. They also agreed to the Japan-Russia Action Plan, in which both sides stressed their aim to continue efforts to resolve the territorial issue to lead the way to concluding a peace treaty and to build comprehensive cooperative relations through cooperation on international issues, including terrorism, as well as economic and other cooperation.
Following the Summit Meeting, a signing ceremony was held for the "Joint Statement by Prime Minister of Japan Junichiro Koizumi and President of the Russian Federation Vladimir Putin Concerning the Adoption of a Japan-Russia Action Plan" and the "Japan-Russia Action Plan" and a joint press conference was held.
