Thirteenth Meeting of the Council for Regulatory Reform

The thirteenth meeting of the Council for Regulatory Reform was held at the Prime Minister's Official Residence.

At the meeting, the "Second Report on the Promotion of Regulatory Reform" was adopted and handed to Prime Minister Junichiro Koizumi by Chairman Yoshihiko Miyauchi.

The central theme of the Report is economic revitalization and the Report outlines specific measures to advance regulatory reform under the following five cross-sectional themes spanning multiple ministries and agencies: (1) the creation of new businesses, (2) a review of the public sector market by encouraging private-sector market entry and expanding the shift to the private sector, (3) the creation of business and lifestyle infrastructure in a manner that contributes to revitalization, (4) the creation of post facto check rules, and (5) the realization of special zones for regulatory reform. The Report also includes proposals in measures for individual fields and businesses.

After accepting the Report, Prime Minister Koizumi stated, "Regulatory reform is one of the major pillars of structural reform. Respecting the contents of the Report that I have received, the Government will compile a revision of the Three-Year Program for Promoting Regulatory Reform by the end of the current fiscal year and the Koizumi Cabinet will advance forward in that direction."
