Prime Minister Gives Instructions to the Administrative Vice-Minister Level Meeting
Monday, July 22, 2002
Prime Minister Junichiro Koizumi attended the Administrative Vice-Minister Level Meeting held at the Prime Minister's Official Residence.
At the meeting, in regard to the promotion of special public institutions reform, Prime Minister Koizumi indicated that the reorganization and rationalization plan, compiled in December of last year, will be meaningless unless it can be put steadily into effect. Therefore, the Prime Minister instructed the attendees that those appointed as directors of special public institutions should be people who will take the initiative in addressing reform, the appointment of presidents or heads of special public institutions that requires verbal approval at the Cabinet Meeting should be hereafter a subject addressed by the Review Committee for Personnel Affairs, and that the position and status of addressing reform should be reported to the Cabinet from the presidents or heads.
Regarding independent administrative institutions, in light of the first assessments by the Evaluation Commissions currently being conducted in each ministry, Prime Minister Koizumi instructed that a strict and prompt assessment that meets the expectations of the people should be carried out. Prime Minister Koizumi had already issued instructions to Cabinet Ministers regarding the promotion of special public institutions reform at the Informal Cabinet Meeting following the Cabinet Meeting held on July 9. Instructions given this time were issued for the sake of greater thoroughness to the top administrative officials of each ministry. |
