The Ninth Meeting of the Cabinet Headquarters for Administrative Reform

The Ninth Meeting of the Cabinet Headquarters for Administrative Reform was held at the Prime Minister's Official Residence.

At the Meeting, Draft Guidelines for Reform of the Public Servant System were reported and approved. The Draft Guidelines have been studied by the Headquarters based on the Broad Framework and the Basic Design for Public Servant System Reform compiled in March and June 2001 respectively. With the basic principle of a creating an administration that puts the people first, the Guidelines are aimed at achieving fundamental reform of the public servant system from the standpoint of citizens.

At the close of the Meeting, Prime Minister Junichiro Koizumi instructed the relevant Cabinet Ministers to push forward with the design of concrete institutional arrangements, such as the revision of the National Public Service Law, and take active steps toward the implementation of reform based on the Guidelines.

In the subsequent Cabinet Meeting the Guidelines were formally approved.
