Proposal of the Council on the House of Representatives Electoral Districts

The Council on the House of Representatives Electoral Districts was held at the Prime Minister's Official Residence and Recommendations on a Draft Proposal to Revise the Electoral Districts for House of Representatives Members Elected from Single-Seat Constituencies was submitted to Prime Minister Junichiro Koizumi.
These recommendations are based on the 2000 National Census and were compiled through 30 meetings.
The recommendations aim at achieving equality in the value of votes while giving consideration to ensuring the stability of electoral districts. By reviewing the number of designated seats for each prefecture, these recommendations aim to reduce the maximum population disparity from the current level of 2.573 to 2.064. It is also recommending that the 95 districts where the number of eligible voters is at least twice that of the smallest constituencies be reduced to nine. Prime Minister Koizumi indicated that he would give serious consideration to these recommendations with a view to reaching a conclusion during FY2002. |
