Prime Minister Junichiro Koizumi attended the 10th Summit meeting between Japan and the European Union (EU) held in Brussels, Belgium. At the Summit, he met with Prime Minister Guy Verhofstadt of Belgium in his capacity as President of the European Council, assisted by the High Representative for the EU's Common Foreign and Security Policy Javier Solana, and the President of the European Commission Romano Prodi.

This year is the tenth anniversary of the European Community-Japan Joint Declaration, which was adopted at the first Japan-EC Summit, held in The Hague in the Kingdom of the Netherlands in 1991. This year is also the start of the Decade of Japan-Europe Cooperation.

At the Summit, an Action Plan for EU-Japan Cooperation was adopted in order to further crystallize areas for cooperation between Japan and the EU in the future. This Action Plan is the fundamental document concerning Japan-EU relations for the future and consists of four main points as follows: (1) Promoting Peace and Security; (2) Strengthening the Economic and Trade Partnership Utilising the Dynamism of Globalisation for the Benefit of All; (3) Coping with Global and Societal Challenges, and (4) Bringing Together People and Cultures.

In addition, discussion took place on such issues as the promotion of cooperation in the area of counter-terrorism and also concerning the international economic and political situations, and a EU-Japan Joint Declaration on Terrorism was adopted, which includes active measures by Japan and the EU aiming for the reconstruction of Afghanistan.

With regard to economic issues, Prime Minister Koizumi explained the measures being taken in Japan towards structural reform and received the strong support of the EU side.
