Summit Meetings with APEC Member Countries

Prime Minister Junichiro Koizumi attended the Asia-Pacific Economic Cooperation (APEC) Economic Leaders' Summit Meeting held in Shanghai, the People's Republic of China.

Prior to the summit, Prime Minister Koizumi held separate talks with the leaders of Republic of Korea (ROK), Australia, the United States of America and the Republic of Singapore.

In the Japan-ROK Summit Meeting with President Kim Dae Jung, Prime Minister Koizumi stated that Japan would like to closely cooperate with ROK in counter-terrorism. In response, President Kim agreed to a strengthening of collaboration. The two leaders also exchanged views on terrorist prevention issues at the 2002 World Cup soccer finals to be jointly hosted by Japan and ROK, the issues of history textbooks, saury fishing and visits to Yasukuni Shrine.

In the Japan-Australia Summit Meeting with Prime Minister John Howard, the leaders talked over the issue of terrorism and the economic relationship between the two countries. Prime Minister Howard indicated his understanding for Japan's measures in support of the United States on the issue of terrorism.

In the Japan-U.S. Summit Meeting with President George W. Bush, the two leaders discussed counter-terrorism, the issue of reconstruction after the end of the military campaign in Afghanistan, and economic issues. Prime Minister Koizumi gave a high evaluation for the series of actions that President Bush has taken in response to terrorism. He also stated that Japan would provide goods and transportation cooperation within the scope of non-use of force while maintaining close contact with the U.S. In relation to reconstruction in Afghanistan, Prime Minister Koizumi stated that Japan would provide full support. At the beginning of the talks, President Bush presented Prime Minister Koizumi with a baseball glove signed by U.S. Major League player Cal Ripken. Prime Minister Koizumi presented President Bush with a bow and arrow for Yabusame archery.

In the Japan-Singapore Summit Meeting with Prime Minister Goh Chok Tong, the two leaders agreed to conclude the free trade agreement (FTA), the framework of which both countries agreed on in the previous negotiation, within the year. Prime Minister Koizumi also explained the measures that Japan is taking on counter-terrorism and asked for Singapore's understanding.

The APEC forum was opened with a dinner meeting on the same day, and the leaders exchanged views on counter-terrorism and the next round of trade liberalization talks at the World Trade Organization (WTO).

Prime Minister Koizumi stated that it was important for APEC, which is composed of members from diverse cultures and religions, to show the world its concerted efforts on counter-terrorism. Many of the leaders also made statements on the importance of united efforts.

The summit meeting was the first international conference at which the leaders of many countries including Japan, the United States, China and Russia, have come together since the terrorist attacks in the United States took place, and leaders from each country took an active part in top level diplomacy.
