The First Meeting of the Emergency Anti-Terrorism Headquarters was held at the Prime Minister's Official Residence. At the meeting a decision was made on the various emergency response measures to be taken, beginning with strengthening domestic warning systems, ensuring the safety of Japanese nationals overseas, evacuation assistance, the prompt enactment of the Anti-terrorism Special Measure Bill, refugee assistance, strengthening measures to cut off terrorist funding and measures to ensure stability in the Japanese and global economic systems. Through the implementation of these response measures by the relevant ministries the Government will forcefully advance comprehensive and effective emergency measures against terrorism. Immediately after the meeting of the Headquarters the Prime Minister held a press conference at the Prime Minister's Official Residence. The Prime Minister announced a Statement on the prevention and eradication of international acts of terrorism (Emergency Response Measures). The Statement outlined the following seven points: 1. Strengthening of Security Measures to Ensure the Safety of the People; 2. Ensuring the Security of Japanese Nationals Overseas and Evacuation Assistance; 3. Fastest Possible Enactment of the Anti-Terrorism Special Measures Bill; 4. Humanitarian, Economic and Other Assistance; 5. Enhancement of Measures to Cut Off Terrorist Funding; 6. Ensuring the Stability of the Economic System and the Life of the People From the Threat of Terrorism; 7. Expeditious Provision of Information to the People. Prime Minister Koizumi stated, "These measures will be implemented in an integrated approach with all ministries as we make our utmost efforts to cooperate with the international community to eradicate and prevent terrorism." |
