Special Public Institutions Reform Promotion Headquarters and the Cabinet Headquarters for Administrative Reform

The Joint Meeting of the Special Public Institutions Reform Promotion Headquarters (Third meeting) and the Cabinet Headquarters for Administrative Reform (Sixth meeting) was held at the Prime Minister's Official Residence. At the meeting, "Results of review of FY2002 budget requests for special public institutions and others" were reported.

Minister of State for Administrative and Regulatory Reform Nobuteru Ishihara stated that, "Approximately 580 billion yen of budget requests has been reduced and this can be evaluated as a result of project reduction to a certain extent, but it is difficult to say that this sufficiently reflects the instructions made by the secretariat. By applying to all institutions the "Concepts on reviewing individual projects" that were announced in August, we laid out a certain direction for the organizational structure as the secretariat and the results were compiled into "Opinions on the Reports by All Ministries regarding Organizational Reforms of the Special Public Institutions." From now on, we will continuously discuss this matter with relevant ministries and draft a rationalization plan for the Special Public Institutions by the end of the year."

At the end of the meeting, Prime Minister Junichiro Koizumi stated, "Seeing today's report, I feel that it is still insufficient, and there are many areas in which the private sector could take over responsibilities from the public sector, for example policy finance. In the future we should expect more resistance, but we will create a "Deputy-Chiefs Meeting" consisting of the deputy-chiefs of the Special Public Institutions Reform Promotion Headquarters and will continue to make even more thorough revisions."
