The Council of Ministers for Global Environmental Conservation and the Global Warming Prevention Headquarters was held at the Prime Minister's Office. At the meeting, the "FY2001 Comprehensive Promotion Program for Global Environmental Research, Monitoring, and Technology Development" was decided, and the reports given, entitled, "Greenhouse Emissions in FY1999" and "Progress and Important Points of Future Approaches Concerning the Outline of Global Warming Prevention," were approved. Moreover, agreement was reached regarding the "robust promotion of anti-global warming measures." In light of a report that Japanese greenhouse emissions in FY1999 rose 2.1% from FY1990 levels and by more than 6.8% when compared to the benchmark year 1990, Prime Minister Junichiro Koizumi noted, "Japan must exert its utmost efforts toward the success of the resumed Sixth Session of the Conference of the Parties to the UN Framework Convention on Climate Change (COP6) and make concerted efforts to attain the Kyoto Protocol objectives." The Prime Minister instructed members to channel efforts toward the further promotion of countermeasures in areas under their jurisdiction. |
