The Advisory Council to Consider the Modalities of the Three Postal Businesses held its second meeting at the Prime Minister's Official Residence with Prime Minister Junichiro Koizumi in attendance. The Advisory Council discussed two matters, namely, the "Present Situation of the Postal Businesses," and the "Agenda for Future Meetings."

In the meeting, the Ministry of Public Management, Home Affairs, Posts and Telecommunications gave a report on information regarding the management of the three postal businesses, together with the settlement of accounts, including the situation concerning the management of postal savings, postal insurance funds and the condition of postal receipts and payments by type and region.

Furthermore, the following points were presented by the Ministry as future approaches of the postal business: (1) reduce the number of staff by approximately 15,000 over a five-year period from FY2001, (2) reduce commodities expenses, (3) increase the efficiency of transport and delivery services, (4) improve services, (5) carry out strict service quality controls, (6) review evaluation, remuneration and personnel systems, and (7) enhance business management.
