After concluding his summit meeting with President George W. Bush of the United States, Prime Minister Junichiro Koizumi left the United States on 1 July (early morning on 2 July Japan time) and arrived in the United Kingdom of Great Britain and Northern Ireland the following morning, whereupon a summit meeting was held with Prime Minister Tony Blair.

Based upon the results of Prime Minister Koizumi's meeting with President Bush the previous day, the two leaders agreed to continue to cooperate in pursuing a method by which the United States could participate in the Kyoto Protocol to prevent global warming.

Concerning the missile defense plan expounded by the United States, Prime Minister Blair indicated that while he basically accepted the validity of the plan and its development, it would be necessary to gain the understanding of a number of allies, who are cautious about the plan, once it was ready for deployment. Prime Minister Koizumi also expressed his understanding concerning research into the plan, and explained Japan's stance, noting that Japan was willing to cooperate in non-military areas, due to constitutional constraints.

The two leaders also exchanged opinions on various topics, including the economy, and Prime Minister Blair expressed his support for Prime Minister Koizumi's advancement of structural reforms.
