The Cabinet Headquarters for Administrative Reform Holds Third Meeting

The Cabinet Headquarters for Administrative Reform, at its third meeting in the National Diet Building, adopted a basic design for reform of the public servant system. Upon the conclusion of the meeting, Prime Minister Junichiro Koizumi stated, "In order to ceaselessly implement structural reform that leaves no sacred areas exempt, it is important to reform the modalities of the administration through promoting reforms of the public servant system from the people's viewpoint, and by reforming the basic mentality and principal code of activities of public servants. In this reform of the public servant system, I expect to see an administration based on a new concept, by introducing a new personnel system based on capabilities and performance, by promoting the interaction between public and private sector personnel, and by dynamically re-allocating personnel in a framework that surpasses each ministry. The Prime Minister further stated that, "Around December we aim to formulate the "Guidelines for Reform of the Public Servant System" (provisional name) which will make clear concrete details of reform and the schedule for the period of concentrated reform. Hereby I request all the members to take positive action to tackle this issue. In particular, I hope each and every public servant will change their mentality towards their jobs, and undertake reforms with a self-initiated attitude."
