Joint Statement on the Conclusion of Negotiations
for an Economic Partnership Agreement
between Japan and Peru

  1. We, Prime Minister of Japan and President of the Republic of Peru, held a bilateral meeting on 14th November 2010 on the occasion of the APEC Leaders Meeting in Yokohama. We discussed issues regarding the Economic Partnership Agreement (EPA), and declared the successful conclusion of the negotiations.


  2. We shared the recognition that the Japan-Peru EPA is mutually beneficial to both countries, and that this agreement is a comprehensive and high-quality EPA, consisting of chapters on trade in goods, cross-border trade in services, rules of origin, customs procedures and trade facilitation, sanitary and phytosanitary measures, technical regulations, standards and conformity assessment procedures, entry and temporary stay of nationals for business purposes, government procurement, telecommunications services, intellectual property rights, competition, improvement of business environment and cooperation, among others.


  3. We shared the view that the Japan-Peru EPA, among its main benefits, creates an institutional framework and favorable environment for trade and investment between the countries, provides better market access, gives incentives to promote foreign direct investment (FDI), and includes instrumental provisions to enhance the welfare of both countries.


  4. We recognized that the complementary nature of the economies of Japan and Peru, as well as cooperative efforts and the friendly relation between both countries, have led to a rapid increase in trade and investment in recent years, and shared the view that the Japan-Peru EPA will further contribute to promoting the prosperity and development of both countries.


  5. We shared the determination to conclude the remaining procedures including the signing so that the EPA will enter into force promptly.
