Prime Minister Naoto Kan attended the plenary session of the House of Councillors.
During the session, Mr. Yoshihiko Noda, Minister of Finance, explained the purpose of the bill on special measures for government bonds (the Act on Special Provisions concerning Issuance of Government Bonds for Financial Management in FY2011), and the Prime Minister answered questions from each party and faction.
