Prime Minister Naoto Kan attended a Ministerial Meeting for the Reform of the Organization in Charge of Nuclear Safety Regulation held at the Prime Minister's Office.

Discussion took place on the reform of the organization in charge of nuclear safety regulation.

Based on the discussion, the Prime Minister said, "Since the start of the incident at Fukushima Daiichi Nuclear Power Station following the Great East Japan Earthquake of March 11, much discussion has been made on how we should thoroughly ensure nuclear safety in the future and what kind of organization we should have in place for this purpose. A concrete proposal was presented and confirmed by the relevant ministers today.
It was decided at this meeting that the nuclear safety administration functions of the Nuclear and Industrial Safety Agency (NISA) will be separated from the Ministry of Economy, Trade and Industry (METI) and reorganized into the Nuclear Safety Agency as an external bureau of the Ministry of the Environment (MOE), and that all operations concerning nuclear safety regulations will be consolidated under this Agency.
Hereafter, based on this policy, I ask you to vigorously proceed with the work needed to establish a new organization, including the drafting of legislation."
