Prime Minister Naoto Kan held the fourth meeting of the Headquarters for the Reconstruction from the Great East Japan Earthquake at the Prime Minister's Office.

At the meeting, a decision was made on the Basic Policy on Reconstruction from the Great East Japan Earthquake.

Based on the discussion, the Prime Minister said, "The Headquarters has now decided the Basic Policy on Reconstruction from the Great East Japan Earthquake.
The Basic Policy presents the overall vision of the measures directed toward full-fledged reconstruction. I believe it sets out concrete measures to be implemented, the project cost, and financial resources, based on the local opinions as well. Following this, each ministry and agency should promptly implement these measures in line with the Basic Policy. We also need to explain this in detail to the local stakeholders who are directly involved in the reconstruction, and seek public understanding for the all-nation reconstruction project. Moreover, we need to commit ourselves to further expenditure cuts and securing non-tax revenues in order to finance the reconstruction. Concerning the taxation measures, I believe a discussion should be started at the Government's Tax Commission.
Moving further forward, we will be formulating the third supplementary budget for full-fledged reconstruction based on this Basic Policy.
I would like to gather all resources to steadily proceed with efforts toward the reconstruction, in order to restore normalcy to people's lives in the disaster areas and to bring vigor back to Japan."
